This method has been developed and tested in an initial phase of policy analysis in four countries across the region, but is still under development as new experiences provide fresh insights.The approach presented here is nevertheless robust enough for circulation, with the hope that it will be reviewed critically and stimulate discussion on what is a challenging and critically important area of research This paper is intended as an introductory guide to analysis of the policy process. It describes the key elements of an approach which embraces both the structural and the contingent aspects of the process, using a dynamic policy process model, developed earlier in this research project in order to achieve this.
